<p>As the 26-year-old Filipino knockout artist braces for his toughest fight next month, he hasn’t left a stone unturned and is prepared to go the whole 12 rounds.</p>
<p>“He is in Baguio City right now. He is already sparring for 12 rounds and building up a lot of stamina. He knows that Daud (Cino) Yordan has never been stopped and that the fight could last 12 rounds,” Villanueva’s manager Manny Piñol told Sun.Star Cebu.</p>
<p><strong>Ambition</strong></p>
<p>Villanueva is gunning for the vacant International Boxing Organization (IBO) featherweight strap against former world title contender Daud Cino Yordan on May 5 at the Marina Bay Sands in Singapore.</p>
<p>Villanueva, a native of Midsayap, North Cotabato, has set up his training camp for the biggest break of his career in Baguio City. He has been sparring with four different fighters from Mindanao—Ronnie Apilado (16-1, 10 KOs), Rey Juntilla (16-1, 9 KOs), Rolando Magbanua (19-2, 14 KOs) and tall light welterweight Rugen Mamayog.</p>
<p>Yordan, 28-2 with 22 knockouts, should serve as a true measuring stick if Villanueva is the real deal, because the Indonesian is experienced and has fought for a world title. He also has a granite chin and has lost to world-class opposition in current world champions Chris John and Celestino Caballero, both by decision.</p>
<p><span id="more-1266"></span></p>
<p><strong>Fanbase</strong></p>
<p>Villanueva, 22-0 with 21 knockouts, has become a local fan favorite because of his aggressive style, coupled with his immense power.</p>
<p>Although it seems Yordan has the advantage because of Villanueva’s relative inexperience, Piñol believes that his ward’s knockout power would spell the difference.</p>
<p>“Villanueva will really have to use his power against an outstanding boxer. Yordan is a former Olympian and skills-wise, Villanueva is way behind. But I know Villanueva could hurt Yordan and could affect his fighting style,” says Piñol.</p>

			<content:encoded><![CDATA[<p>COTABATO CITY, Philippines – Different sectors in North Cotabatoare planning to stage a “day of mourning” to show their indignation over the worsening power crisis in the province and in other parts of Mindanao.</p>
<p>Kidapawan City administrator Rodulfo Cabiles told Catholic radio station dxND they are expecting thousands to join the protest action anytime before the end of April.</p>
<p>The Cotabato Electric Cooperative, the power utility serving all 17 towns of North Cotabato, earlier said it had no choice but to ration power in the province due to lack of supply from the state-run hydroelectric plants in Lanao del Sur and Bukidnon.</p>
<p>“We have six to eight hours of rotating blackouts in Kidapawan City and surrounding towns and because of it the economy has been declining,” Cabiles said.</p>
<p>The Kidapawan City council earlier threatened to sue the National Power Corp. (Napocor) for disregarding public clamor to allocate 25 percent of the electricity generated by two geothermal power plants located in the city.</p>
<p>The two geothermal plants, operating for almost two decades now, are located at the foot of Mt. Apo in Barangay Ilomavis, a hinterland district in Kidapawan City.</p>
<p>However, the electricity being supplied by Napocor to Kidapawan City and surrounding towns, through the Cotabato Electric Cooperative (Cotelco), comes from the hydroelectric plants in Lanao del Sur and Bukidnon.</p>
<p>Kidapawan City Vice Mayor Joseph Evangelista said Napocor’s reluctance to allocate 25 percent of the power generated by the two geothermal plants to the city and 17 North Cotabato towns is a serious infraction of a 20-year-old agreement obliging the power firm to supply the province with enough electricity from the two facilities.</p>
<p>Evangelista was apparently referring to the memorandum of agreement between the province and Napocor, crafted before the two geothermal plants were built in the 1980s, to ensure that local consumers would benefit, “first and foremost,” from the geothermal resources to be tapped from Mt. Apo.</p>
<p>Evangelista said the city council is now preparing a petition for a writ from the court to compel the Napocor to abide by its obligation to supply Kidapawan City and the entire North Cotabato with 25 percent of the total power output generated by the two power plants.</p>
<p>“We are to wage a legal battle against the Napocor. The power crisis now being experienced in North Cotabato is already very serious. It has been damaging the local economy,” Evangelista said.</p>
<p>The city council is also seeking President Aquino’s intervention through the immediate implementation of Section 6.2 of the implementing rules and regulations of Republic Act 7638, or the Department of Energy Act of 1992.</p>
<p><span id="more-1264"></span></p>
<p>Evangelista said RA 7638 has a clear provision mandating energy-generating facilities to allocate 25 percent of their production to consumers in host towns and provinces.</p>
<p>The two geothermal plants at Mt. Apo generate at least 104 megawatts, according to local officials.</p>
<p>Cotelco, meanwhile, will procure power from Therma Marine Inc. of the Aboitiz group of companies, but only for consumers in the first district of North Cotabato.</p>
<p>A Cotelco engineer, Joel Tordesillas, said Therma Marine can allocate at least eight MW for the first district towns of Pigcawayan, Alamada, Libungan, Aleosan, Midsayap, and Pikit.</p>
<p>“It will not totally address our power problems, but the number of hours without electricity in the six towns will be reduced,” Tordesillas said.</p>

			<content:encoded><![CDATA[<p>GENERAL SANTOS CITY (MindaNews/26 April) – Thirteen private colleges and universities in Region 12 or the Soccsksargen Region are set to raise their tuition and other fees by four to 10 percent starting June, an official of the Commission on Higher Education (CHED) said.</p>
<p>Dr. Zohrahaydah Panawidan, CHED Region 12 assistant director, said the 13 institutions were among the 222 nationwide that applied and granted approval earlier this month by the CHED central office to increase their tuition for the school year 2012-2013.</p>
<p>“As cited in their applications, they were raising their tuition to cover for the salary increases of their teachers and the improvement of their facilities and equipment,” she said in a radio interview.</p>
<p>Panawidan said a total of 16 colleges and universities in the region have applied for tuition increases by the March 31 deadline.</p>
<p>Region 12 covers the provinces of South Cotabato, Sultan Kudarat, Sarangani, North Cotabato and the cities of General Santos, Koronadal, Tacurong, Kidapawan and Cotabato.</p>
<p><span id="more-1262"></span></p>
<p>But she said one institution later withdrew while the two others failed to complete their application requirements.</p>
<p>Panawidan said most of them applied for an eight-percent increase but some also sought for 10-percent and four-percent adjustments.</p>
<p>In this city, the colleges and universities that raised their tuition were the Notre Dame of Dadiangas University, Mindanao Polytechnic College, Ramon Magsaysay Memorial College and the General Santos Doctors Medical School Foundation.</p>
<p>They were joined by Notre Dame University in Cotabato City; Notre Dame of Salaman College in Lebak, Sultan Kudarat; Southern Christian College in Midsayap, North Cotabato; Central Mindanao College and Notre Dame of Kidapawan in Kidapawan City; and, St. Alexius College, King’s College of Marbel, Green Valley College Foundation Inc. and Regency Polytechnic College in Koronadal City.</p>
<p>Based on data from CHED central office, the average tuition increase it approved for the 13 colleges and universities in the region was around eight percent, which is equivalent to P28.81 per unit.</p>
<p>The new increase practically raises the average tuition in the region to P400.78 per unit from the previous P371.97 per unit.</p>
<p>“The increases are actually minimal when added to the old rates,” Panawidan said.</p>
<p>The official assured that the 13 colleges and universities have complied with the requirements set by the agency with regard to the setting of tuition increases, among them the consultations with their stakeholders.</p>

			<content:encoded><![CDATA[<p>RESIDENTS from three municipalities in the first district of North Cotabato are more than just thankful to the Provincial Government.</p>
<p>Aside from the projects they have received under Governor Emmylou J. Taliño Mendoza&#8217;s administration, they considered themselves lucky for in the longest time, never had any elected governor visited their villages.</p>
<p>&nbsp;</p>
<p><span id="more-1260"></span></p>
<p>Taliño-Mendoza turned over a total of P12.7-million worth of projects to the towns of Midsayap, Pigcawayan and Aleosan last March 16 under the &#8220;Serbisyong Totoo&#8221; advocacy program of the Cotabato Provincial Government.</p>
<p>Barangay New Panay received a P1.2-million worth of box culvert project under the Calamity Fund, while Barangay Poblacion accepted custody of the P4.7 million concreting project of the public market and P5-million worth of road concreting project under the 20 percent Economic Development Fund.</p>
<p>On the same day, Barangay Malingao, Midsayap accepted a P347,000 worth of solar drier project, while multi-purpose buildings, worth P500,000 each, were turned over to barangays Renibon, New Igbaras, and Datu Binasing of Pigcawayan.</p>
<p>But the completed projects given to their barangays are not the only thing the residents are grateful for. Seeing the mother of the province in person has yet again rekindled their confidence that the government delivers its promises of peace, progress and development.</p>
<p>Officials from recipient barangays all exalted and considered Taliño-Mendoza&#8217;s presence during these project turnovers not only a beacon of hope but a deliberate manifestation of her commitment to serve the people of the province.</p>
<p>Taliño-Mendoza assured them that she, Vice Governor Gregorio T. Ipong, the board members from both District 1 and 2 and the chiefs of all Provincial Government offices will continue to serve the people of Cotabato to the best of their abilities. <strong>(PR)</strong></p>

Superintendent Franklin Anito, Midsayap police chief, said the blast occurred at about 8:20 p.m. in front of a businessman’s house in Barangay (village) Villarica. Barangay (village) councilman James Llaban identified one of the wounded as Nenita Benitez, 64. She and the minor victim were being treated from shrapnel injuries at a local hospital, as of Tuesday night. Llaban said the grenade was tossed near the steel gate of the house of Gerry Gornez, who has been operating a buy-and-sell business. Police recovered the grenade’s safety pin near the blast scene. Quoting witnesses, Llaban said that shortly before the blast, which happened while Midsayap had been having a power outage, a van was seen speeding away. <p>KIDAPAWAN CITY &#8212; Three motorists were killed when attacked by still unidentified armed men in Pigcawayan, North Cotabato, past 8 p.m. Wednesday, police reports said.</p>
<p>The Cotabato Provincial Police Office identified the victims as Rolando Suarez, Leo John Collados, and Miguel Eramis, all residents of Midsayap, North Cotabato.</p>

<p>Senior Inspector Donald Cabigas, chief of Pigcawayan Police, said the victims were on their way home on board a black Bajaj motorcycle when waylaid by still unidentified suspects armed with M16 Armalite rifles at Barangay Simsiman, Pigcawayan.</p>
<p>Authorities disregarded robbery as a motive behind the ambush as the suspects did not take the victims&#8217; valuable things, including their vehicle and personal belongings.</p>
<p>Police and Army already launched pursuit operations against those behind the killings.</p>

			<content:encoded><![CDATA[<p>COTABATO CITY, Philippines (PNA) &#8211; Tears of joy and jubilation and calls for blow-out greeted 42-year-old <strong>Rosemil Robles-Bañaga</strong> after learning she made it to the Top 4 in last year&#8217;s Bar Examination.</p>
<p>Bañaga, already a Certified Public Accountant and holder of Master&#8217;s degree in Business Administration before taking up law, shed tears when Catholic-run Notre Dame University-College of Law Dean Hamlet Pahm phoned her about the results.</p>
<p>&#8220;Congratulations,&#8221; she quoted Pahm as telling her hours after the Supreme Court (SC) announced the results of last year&#8217;s Bar exam.</p>

<p>&#8220;I was so happy for passing the exam,&#8221; she said. &#8220;I was even happier when I was told that I was among the Top 4 of the passers,&#8221; she added.</p>
<p>She recalled that prayer and focus on her studies made her pass the bar and lifted her to the top 4 spot.</p>
<p>Bañaga said that from day one of her law school, she concentrated on reading law books. &#8220;I stayed focused ever since.&#8221;</p>
<p>She now works as auditor of the Alandia Lending Corporation here after she left the position of finance manager of the Maguindanao Electric Cooperative in 2006.</p>
<p>She said that while working at the lending firm, she did not take &#8220;breaks&#8221; but instead read law books.</p>
<p>Graduated with flying colors in March, 2011, she took the bar exam in the same year, hoping to just pass the test.</p>
<p>&#8220;God is great, I only asked that I can make it but He gave me the No. 4 spot,&#8221; she said, sobbing but smiling.</p>
<p>As this developed, it was learned that the Notre Dame University is preparing a huge cash incentive to Bañaga.</p>
<p>&#8220;I still do not know how much our school would give to Bañaga, but as far as I am concerned, it has been agreed early on that once a law graduate tops the Bar exams we would give him or her R100,000,&#8221; a visibly proud Fr. Ed Tanodtanod, NDU president, told local radio station dxMY here during an interview.</p>
<p>Tanodtanod said that aside from Bañaga, six other NDU law graduates hurdled the 2011 Bar examinations.</p>
<p>&#8220;Over 50 law graduates from the university took the same examination,&#8221; he added.</p>
<p>The cleric noted that they plan to honor Bañaga and her co-passers during the NDU graduation rites set next month.</p>
<p>&#8220;Bañaga is an inspiration to other students from Central Mindanao with her place at the top ten of Bar exams. It is very encouraging that in this place like Cotabato perceived as marred with violence, an opportunity to have good education through NDU still exists,&#8221; Tanodtanod said.</p>
<p>Her phone did not stop from ringing and receiving messages for more than an hour after the results were made public.</p>
<p>Bañaga recalled that prayers also helped her made it. She said during the three-day examinations, her husband, Engineer Macario Bañaga, would recite the Divine Mercy novena at a nearby Church in Manila.</p>
<p>Right after the Bar exams, Bañaga and her husband, both devout Catholics, proceeded to the Church for the early evening mass.</p>
<p>&#8220;I asked God to please help me pass the Bar,&#8221; she recalled, thanking God, as she pointed her fingers up.</p>
<p>Born in Libungan, North Cotabato, Bañaga, then Ms. Robles, studied elementary and high school in her hometown.</p>
<p>She moved to Notre Dame of Midsayap College, also a Church-run educational institution, and finished accountancy.</p>
<p>She passed the CPA licensure exam the same year.</p>
<p>She advised law students to stay focused and develop the habit of reading law books more often that normal student does.</p>
